Japan Market Entry & Launch

Entering Japan should feel exciting, not uncertain.
We provide the compliant and operational foundation to launch with confidence.

Entering Japan Is More Complex Than It First Appears

Japan often looks like a logical next step. Strong purchasing power and brand-conscious consumers make the market attractive from the outside. What is less visible is the coordination required before a product can legally and commercially operate.

Many first-time entrants underestimate:

  • How regulatory classification and licensing determine whether a product can be imported at all
  • How platform and retail requirements demand local compliance and operational alignment
  • How quickly timelines and costs escalate when infrastructure is built reactively instead of intentionally

Successful entry in Japan begins before launch, by aligning compliance, import readiness, and commercial execution from the start.

The Japan Entry Framework

Entering Japan requires coordinated steps. Each stage builds on the one before it. We support you through every phase, from regulatory clarity to commercial scale.

Before investing in inventory, marketing, or distribution, you need clarity on two fundamentals:
Can your product legally enter Japan, and what is the right way to enter?

During this stage, we work with you on:

  • Regulatory feasibility – product classification, licensing or notification requirements, and any category-specific restrictions
  • Pre-market compliance checks – labeling, documentation, and approval pathways
  • Commercial positioning – demand signals, pricing feasibility, and competitive landscape
  • Entry model evaluation – eCommerce, distributor, retail, or hybrid approach

By the end of validation, you have a clear answer:
Is the product viable in Japan, what approvals are required, and which entry structure aligns with your goals?

This stage prevents costly missteps before infrastructure is built.

Once feasibility is confirmed, the legal pathway to import and sell in Japan is built. This is where your compliant import foundation is formalized.

This stage establishes your compliant import pathway, including:

  • ACP or IOR designation to enable import without establishing a local entity
  • Import registration where required by product category
  • Regulatory documentation preparation and submission
  • Labeling adaption and validation to meet Japanese regulatory standards
  • Customs alignment and import pathway structuring

By the end of this stage, your product is legally cleared to enter Japan and supported by the appropriate regulatory framework.

This is where compliance becomes operational, not theoretical.

Once your product is legally ready to enter Japan, the next step is building the systems required to sell. This stage focuses on operational setup across eCommerce and B2B channels, ensuring your product can transact smoothly within Japan’s commercial environment.

Your operational sales infrastructure is built across:

  • eCommerce marketplace setup including Amazon Japan, Rakuten Ichiba, and other relevant platforms
  • Account creation and structural configuration aligned with marketplace requirements
  • B2B and distributor channel onboarding preparation where wholesale or retail is part of your strategy
  • Warehousing and fulfillment coordination to ensure compliant inventory handling and delivery
  • Order processing and operational workflow setup to support ongoing transactions

By the end of this stage, your product is not just approved for import. It is fully configured to sell in Japan across the appropriate channels.

You are operational, connected, and ready for launch.

With infrastructure in place, the focus shifts to activation. This stage is about entering the market properly, not just going live.

This stage covers:

  • Localization of product content and positioning to align with Japanese buyer expectations
  • Listing optimization across Amazon Japan, Rakuten Ichiba, and other channels
  • Launch coordination and inventory activation
  • Customer support structure setup in Japanese to manage inquiries and post-purchase communication
  • Advertising and performance marketing activation aligned with your entry strategy
  • Initial performance monitoring and optimization to accelerate traction

Your launch is managed as a coordinated market entry, not a simple listing upload.

From first shipment to first customer, your product is supported commercially and operationally within Japan.

Entry establishes presence. Long-term success requires deliberate expansion across channels and structure. As traction builds, we support the next phase of growth across additional channels and operational capacity.

This may include:

  • Retail partnerships and offline expansion where your category benefits from in-store presence
  • Distributor strategy development to extend reach while maintaining visibility and control
  • Expanded marketplace strategy across additional platforms or product lines
  • Marketing scale and performance optimization to increase reach and conversion
  • Operational expansion for brands ready to establish a formal presence in Japan

Growth in Japan is rarely linear. Each new channel introduces additional regulatory, operational, and commercial requirements. We ensure expansion remains compliant and controlled.

Built for Japan means scaling without losing control.

Execution Without Fragmentation

Why COVUE

Japan entry fails when compliance, infrastructure, and execution operate in isolation.
COVUE aligns them under one accountable model from the beginning.

For new-to-market brands, this means entering Japan with:

  • Regulatory clarity before capital is committed
  • ACP or IOR capability enabling compliant import without immediate entity formation
  • Integrated setup across eCommerce, B2B, and logistics
  • Coordinated launch execution, not fragmented vendor handoffs
  • A defined path to scale, including distributor or local entity evolution when appropriate

We do not simply advise on market entry. We build the operational foundation required to transact in Japan from day one.

Built for Japan means entry without improvisation.

Frequently Asked Questions About Japan Market Entry

Common questions from brands entering Japan for the first time.

No. Many foreign brands enter Japan using an ACP and/or Importer of Record (IOR), allowing compliant import and sales without forming a local entity immediately. During validation, we advise when local entity formation becomes strategically appropriate.

ACP stands for Attorney for Customs Procedure. An ACP is responsible for managing customs declarations and tax compliance when importing into Japan.

Foreign sellers operating on eCommerce platforms such as Amazon Japan or Rakuten Ichiba are required to appoint a Japan ACP. An ACP also allows you to import goods even if you have not yet determined the final buyer at the time of import, enabling stock to be held locally for both B2C and B2B sales.

An Importer of Record (IOR) is the licensed party responsible for regulatory compliance of the product being imported.

While the ACP manages customs and taxes, the IOR ensures that the product itself meets Japan’s regulatory requirements. For regulated categories such as cosmetics, medical devices, quasi-drugs, alcohol, and certain electronics, an IOR holding the appropriate import, storage, and sales licenses is required.

During market validation, we determine whether both ACP and IOR structures are necessary for your product.

Requirements vary significantly by category and transaction type. Some products require import licenses, storage approvals, or market authorization. During market validation, we classify your product and outline the exact regulatory pathway required.

Timelines depend on product category, regulatory requirements, and chosen entry model. During the validation stage, we outline expected approvals, documentation timelines, and launch preparation phases so you can plan accurately.

Yes. Entry may involve eCommerce platforms such as Amazon Japan and Rakuten Ichiba, distributor partnerships, retail channels, or a hybrid structure. We align the model to your product and long-term growth objectives.
